Abstract

Urban planning is regarded as one of the crucial components for a country's success and prosperity. However, due to Palestine's status and various implemented laws over the past century, in addition to occupation policies and its division of the West Bank into areas A, B, and C. Additionally, the widespread expansion of settlements and the building of bypass roads. Moreover, the number of unpermitted buildings and construction that do not adhere to the structural and spatial specifications started spreading outside the city's and its suburbs' organizational borders. These changes affect the necessary planning and structural expansions. The city of Halhul was selected as a case study for this project's investigation and evaluation of boundary designs, existing organizational structure, and presentation of its expansion plans to the Ministry of Local Government. In this study, we use geographic information systems to create maps. We assess contemporary plans to throw light on the directions that the city of Halhul can grow to attain new organizational boundaries for the city. Based on information and data made available to the official authorities and information gathered by the researcher, the study used historical, descriptive, analytical, and deductive methodologies. All this is done to create an expansion plan for organizational borders with justifications in a region corresponding to the issues the study area faces and present it for approval to the Supreme Organization Council. We also hope to create a methodological framework that may be applied to numerous projects of a similar nature in Palestine through the anticipated outcomes of this project.
