مدى تطبيق نظم ادارة الجودة في الكليات المهنية والتقنية في فلسطين – دراسة حالة

Abstract

This study aims to determine the standards of total quality management in institutions of higher education and the extent of achieving these standards, especially in the vocational and technical colleges in Palestine from the point of view of academics and administrators in these colleges. This study was conducted at Palestine Polytechnic University, namely the Faculty of Applied Professions and at Palestine Technical University Khaddouri Al-Oroub Branch as a case study. The study tried to answer some questions such as: What are the most important local and international standards for the quality of university education, especially vocational education ?What is the extent of achieving quality standards from the point of view of teachers and administrators in these colleges ? Are there any differences in the degree of achievement of quality standards due to variables of study? What is the relationship between the application of quality standards and the labor market, ie, does applying of quality standards lead to an increase in the employment rate of graduates of these colleges ? What are the most important obstacles that prevent raising the level of achievement quality standards in vocational and technical colleges? The results of the study showed that these colleges do not follow a specific system of quality, but a mixture of several systems, and that the degree of achievement of quality standards in professional and technical colleges came to a medium degree and the best quality standards for educational programs, which came first, the quality of management and governance came in the second, the quality of facilities In third place, in the fourth place came the quality of staff and in the fifth and last came the quality of scientific research. The study also showed that there is a positive relationship between the labor market and the employment of graduates and the degree of achieving the quality standards in vocational and technical colleges. The study revealed that there are statistically significant differences related to the job variable between teachers and administrators estimates of the extent of achieving the quality standards in these faculties, while the rest of the other study variables such as: college, sex, qualification, age and years of experience did not made any statistically significant differences in the degree achieving quality standards. The study also showed that there are a number of obstacles that hinder raising the level of achieving the quality standards in these colleges, such as: not adopting a specific quality system and following up its implementation, lack of quality budgets, lack of experts in the quality of education and vocational training, high dependence on part-time teachers , low level of job satisfaction, the theoretical content more than practical content in some programs, some programs are not compatible with the labor market. In light of the results, the study presented a set of recommendations for the concerned people in the vocational and technical colleges and the Ministry of Higher Education.
