dc.description.abstract This study aimed to identify the most important aspects of organizational climate elements (organizational structure, organizational culture, communication, and style of leadership, and the human resource development) the research community consists of the administrators working in three Palestinian universities in Hebron, and the number of administrative staff consists of (464) , the researcher selected a random sample of (173) administrators. The study found that one of the most important aspects of the organizational structure is that it assists in completing the tasks quickly, thus the employees are accountable on their achievement. There are special slogans that express the university and its values, and the universities are seeking to pay close attention to the aspects of social responsibility towards the students and the community. In addition, there is a positive relationship between employees, making it easier to connect and communicate, and employers provide support and assistance for workers, the results pointed out the reliance on the principle of selection based on merits. The study found that the use of modern technology is one of the most important factors to assist in the provision of an appropriate regulatory climate, followed by regulatory and then updating the laws and regulations, and creativity, then having good social relations. Finally, the study found differences between the administrators’ perceptions of the organizational climate elements, the variables of gender and the years of experience. In addition, the study showed that there is no statistically significant differences between the administrators’ perceptions about the organizational climate elements and the job title. en_US
