dc.description	This study aimed to diagnose the reality of community participation from the viewpoint of heads and members of the municipalities in the province of Hebron. The researcher applied a descriptive approach to conduct this study and used two tools which are the questionnaire and interview. The findings of study indicate that the community participation greatly affects the local areas in its contribution in getting benefit of experts. In addition, the municipalities contribute to the promotion of popular participation significantly through the information that relates to the development of the projects. The findings of the study also reveal that meetings with community leaders, and well-known people was the best method that can be used to support community participation. According to the determinants of community participation, political instability was the most important factor that limits the effectiveness of community participation. Moreover, there were no statistically significant differences due the variables of age, gender, qualification, duration of membership, method of choice for the local council, and geographic location on the effects for community participation at the local areas. Finally, the study found that the law of Palestinian municipal elections and the law of Palestinian municipalities encouraged community participation .The study recommended increasing community participation through all possible and available methods. Also the municipalities should follow the easiest, fastest, and desired methods for citizens to ensure the largest possible of community participation and avoid all obstacles that may limit the community participation. dc.description.abstract	هدفت هذه الدراسة إلى تشخيص واقع المشاركة الشعبية من وجهة نظر رؤساء وأعضاء البلديات في محافظة الخليل،وتم استخدام أداتين للدراسة وهما الاستبانة والمقابلة حيث تم توزيع الاستبانة على كافة أعضاء مجتمع الدراسة، وكان حجم مجتمع الدراسة (79) رئيسا" وعضو بلدية، وتم استرجاع (59) استبانه منها، وقد تم تحليلها، ومعالجتها إحصائيا، وتم إجراء مقابلة مع أحد أساتذة القانون.وقد توصلت الدراسة إلى مجموعة من الاستنتاجات من أهمها أن المشاركة الشعبية تؤثر بدرجة كبيرة على المستوى المحلي من خلال مساهمتها في الاستفادة المثلى من ذوي الخبرة والاختصاصات، كذلك فإن البلديات تساهم في تعزيز المشاركة الشعبية بدرجة كبيرة من خلال الإفصاح للمواطنين عن المعلومات ذات الصلة بالمشاريع التنموية، وأن عقد الاجتماعات مع قادة المجتمع والشخصيات المعروفة ووجوه العائلات تعدَ من أكثر الوسائل المستخدمة من قبل البلديات في دعم المشاركة الشعبية، وقد توصلت الدراسة إلى أن عدم الاستقرار السياسي يعتبر من أكثر العوامل التي تحد من فاعلية المشاركة الشعبية. كما توصلت الدراسة إلى أن قانون الهيئات المحلية الفلسطيني لعام 1997وقانون الانتخابات لعام 1996 يدعمان المشاركة الشعبية.وقد خرجت الدراسة بمجموعة من التوصيات أهمها: ضرورة العمل على زيادة المشاركة الشعبية في البلديات من خلال كافة الوسائل الممكنة والمتاحة،وإتباع البلديات للوسائل الأسهل والأسرع والمرغوبة لدى المواطنين من أجل ضمان أكبر قاعدة مشاركة شعبية في الجوانب المحلية،وتجنب كافة المعوقات التي قد تحد من المشاركة الشعبية.وإيجاد تشريعات ولوائح تنفيذية واضحة تظهر جوانب المشاركة الشعبية و علاقة المواطن بالبلديات	en_US
