تطوير مستشفى أبو الحسن القاسم في مدينة يطا

Abstract

تعتبر الخدمات الصحية في أي مجتمع من الخدمات الأساسية الواجب على الدولة توفيرها لمواطنيها على أساس العدل وعدم المركزية في التوزيع. وذلك أن الرعاية الصحية هي ضرورة أساسية للعيش السليم وحق لكل فرد من أفراد المجتمع على اختلاف أجناسهم وأعمارهم ومستوياتهم الاجتماعية. لذلك يصبح من واجب الجهات المختصة والسلطات المسؤولة عن القطاع الصحي ألّا تألو جهدا في متابعة الوضع الصحي بالدراسة التحليلية والتخطيط المستقبلي اللازمين لمواكبة التغيرات الدائمة في المجتمع سواء من حيث الزيادة السكانية أو ظهور أمراض جديدة كالتي ظهرت مع بداية القرن العشرين وما ينتج عنها من احتياجات خدماتية وصحية متجددة . تهدف هذه الدراسة للوقوف على الوضع الصحي الحالي لمدينة يطا ومحيطها من القرى التابعة لها في محافظة الخليل ، وما يعانيه هذا الوضع من نقص في الخدمات والمرافق الصحية الأمر الذي يسبب الضغط على الكادر الطبي والموارد الصحية المتوفرة وبالتالي التأثير على نوعية ومستوى الخدمات المقدمة . هذا كله وبالاضافة الى عوامل أخرى شكل الدافع وراء فكرة تطوير مستشفى المدينة الحكومي القائم وتحويله الى مستشفى عام متكامل لخدمة مواطنيه ، وتخفيف الضغط عن مستشفى الخليل الحكومي الذي يستقبل العديد من الحالات ممن لا تتوفر لهم الخدمات اللازمة في مستشفيات المدينة سواء الخاصة أو المستشفى الحكومي . ومشروع التطوير يتضمن تصميم مبنى مكمل وظيفيا للمبنى الحالي وفق المعايير التخطيطية والتصميمية للمستشفيات ، على الأرض المقترحة للتطوير خلف المبنى القائم بحيث يضم جميع الأقسام الرئيسية اللازمة التي تم تحديدها بناء على دراسة وتحليل الوضع الخدماتي الحالي للمستشفى وماهية الاحتياجات الوظيفية التي يتطلبها مشروع مستشفى عام لخدمة سكان المدينة ومحيطها ، وإعادة تأهيل المبنى القائم كي يتناسب والمعايير التصميمية للأقسام التي يضمها. والبحث يتضمن دراسة وتحليل الوضع السكاني والصحي لمدينة يطا جنوبي محافظة الخليل ، ودراسة المعايير التخطيطية والتصميمية للمستشفيات ، والمكونات التفصيلية للأقسام المختلفة في المستشفى . إضافة إلى استعراض بعض الحالات الدراسية لمستشفيات قائمة على المستوى المحلي وأخرى على المستوى العالمي. كما تمت دراسة وتحليل الوضع الخدماتي لمستشفى أبو الحسن القاسم من حيث الأقسام والفراغات الوظيفية وموقع المستشفى. ومن ثم تم وضع برنامج للمشروع يوضح الأقسام المختلفة والفراغات المكونة لها ومساحاتها . Health services in any society is concederd as basic services that must beprovided by states to the citizens, based on justice and lack of central distribution. Because of the fact that a health care is a necessity to a healthy life, and it should be right for each person of different races and ages and social levels. Therefore, it becomes the duty of the competent authoritiesresponsibleofa health sector to follow the health status of analytical studies and future planning needs to keep up with the constant changes in the community both in terms of population growth or emergence of new diseases, such as those featured at the beginning of the twentieth century, and the resulting needs of health services. This study aims to determine the current health status of Yatta city south of Hebron, and its suffering problems from a lack of health services and facilities, which causes pressure on the medical staff and health resources available, therefore its impact on the quality, and level of services provid. All of these challenges in addition to other factors were the most important motivation behind the idea of developing the existing city government hospital and turn it into an integrated hospital, and so to reduce the pressure on the Hebron government hospital, which receives cases from who do not have the necessary services in theircity hospitals. The development project includes design of new building complementary functionally to the current building in accordance with the standards of planning and design of hospitals, on the proposed location of development behind the existing building. Includes the main sections needed that have been identified based on the study and analysis of the current situation services to the hospital and the functional needs must be provide in a general hospital to serve the residents of the city and its environs .Then rehabilitation of the existing building to fit with its development status. The research involves study and analysis of the demographic and health situations of Yatta, planning and design standards for hospitals, and detailed components of the different sections in them. In addition, review some case studies of hospitals on the local level and other at the global. It also has a study and analysis of the current status of Abu al-Hasan al-Qasimhospitalin terms of departments and functional spaces and the location of the hospital. Then developing a program for the project includes the different departments and their spaces.
