التصميم المعماري لمركز الدفاع المدني ووحدة الكوارث _ بلدة شيوخ

Abstract

إن التطور التكنولوجي والصناعي الحاصل في مختلف مناحي الحياة زاد في تعقيد حياة الإنسان وجعله عرضة للمخاطر فكان لا بد من إيجاد المؤسسات التي تعنى بمواضيع السلامة العامة والتي تعمل على التوعية والتوجيه والتدريب والتدخل المباشر للحد من المخاطر وبالتالي الحفاظ على حياة الإنسان والحد من الخسائر في الأرواح والممتلكات . ولفلسطين خصوصية وذلك بسبب سياسة الاحتلال من خلال الطرق الإلتفافيه ونقاط التفتيش والحواجز العسكرية والتضييق على المواطن الفلسطيني جعلت التجمعات الفلسطينية منعزلة عن الخدمات المقدمة من قبل المحافظات والمدن الرئيسية وخصوصا في مجال الدفاع المدني وخدمات الإسعاف الأولي فكان لابد من إيجاد المراكز التي تقدم هذه الخدمات وبالتالي تحقيق الاهداف المرجوه منها . نظرا لما ذكر مسبقا تم اختيار تصميم مركز دفاع مدني كمشروع مقترح ضمن الخطة التطويرية لجهاز الدفاع المدني الفلسطيني , لنيل درجة البكالوريوس , ولتحقيق ذلك كان منهج الوصف التحليلي هو جمع المعلومات عبر الزيارات المباشرة لمديريات الدفاع المدني والبلديات ومركز الإحصاء الفلسطيني , ومن الكتب والدراسات الجامعية المتخصصة في هذا المجال والمواقع الالكترونية الرسمية والعمل الميداني التحليلي . حيث تم تقسيم هذه المقدمة إلى عدة فصول يُتناول فيها أهمية هذا البحث والتعريف بمعنى الدفاع المدني وتاريخية ومؤسساته العالمية والعربية ومهامه المتعددة , وتم التعريج على واقع الدفاع المدني في فلسطين بشكل عام ومحافظة الخليل بشكل خاص من حيث الإمكانيات والموارد , وكذلك تحليل واقع الدفاع المدني في منطقة المشروع ونطاق الخدمة في بلدتي الشيوخ وسعير من ناحية المساحة الجغرافية وعدد السكان وفئات المجتمع والواقع الصناعي في البلدتين وتحليل المخاطر , في ضوء المعايير التخطيطية والتصميمية العالمية والفلسطينية , ومن خلال تحليل حالتين دراسيتين الأولى من كندا والأخرى محليه لمراكز دفاع مدني مشابهة , وبناءا على ذلك تم تحليل موقع المشروع من ناحية الوصولية والطبوغرافية والمناخ , ووضع الأفكار الأولية للتصميم المعماري .

Abstract The technological and industrial development in different aspects in life has increased the complexity of human life and make him at risk, it was necessary to find the Institution dealing with topics of public safety through awareness, orientation, training and direct intervention in risk reduction and thus preserve human life and reducing loss of life and property . The situation in Palestine are a little different, due to the occupation policy through making checkpoints, military barriers and by pass road These actions isolated the communities in Palestine from service provided by the provinces and cities particularly in the area of Civil defense and ambulance services . These reasons led us to choose Civil defense Centre design that a proposed project within the development plan for a Palestinian civil defense, as a graduation project for Bachelor and for that was our methodology to collect information through direct visits to Civil defense directorates and municipalities SCAD and specialized university studies and books in this field and websites official hazard analysis field . This introduction divided into several chapters, dealt with the importance of this research and identify the meaning of civil defense and historical institution, also talked about the reality of civil defense in Palestine and Hebron in term of potential and resources , and analyzed the reality of service in the towns of Alshyoukh and Sair of geographic areas population and community groups and industrial realities in the towns and risk analysis, as global and Palestinian standards we produced planning and design, and analyzed two case study one from Canada and the other from local civil defiance centers of other similar, we analyzed project site topographically and initial ideas of design .
