توسعة مستشفى الخليل الحكومي

Abstract

يعتبر توفير الرعاية الصحية حق أساسي وشرط مهم لحياة سليمة وطبيعية لكل أفراد المجتمع، على اختلاف أعمارهم وجنسهم ومستواهم الاقتصادي و الاجتماعي وتوزيعهم الجغرافي، وإن الجهة المسئولة عن ضمان هذا الحق بالدرجة الأولى هي وزارة الصحة الفلسطينية، التي تقوم إستراتجيتها على أساس العدل في توزيع المراكز الصحية على مختلف مستوياتها، في جميع محافظات الوطن، كما وتشمل بناء نظام فعال ذو كفاءة وقدرة على تقديم الخدمات الصحية المتغيرة والمتزايدة، ومن منطلق هذه الإستراتيجية، فإنه يقع على عاتق وزارة الصحة أن تقوم بمتابعة الوضع الصحي للمراكز التي تشرف على إدارتها في جميع محافظات الوطن، وعمل الدراسات والإحصائيات للقيام بعمليات التطوير والتوسعة اللازمتين، لضمان استمرار تقديمها للخدمات الصحية بالكفاءة والجودة المطلوبتين.

يهدف هذا البحث إلى دراسة الوضع الصحي لمحافظة الخليل التي تشكل نطاق خدمة مستشفى الخليل الحكومي، والوقوف على المشكلات والتحديات التي تواجه هذا القطاع في المحافظة، والتي تتمثل بنقص الخدمات والمرافق الصحية الحكومية، الأمر الذي انعكس بزيادة الضغط على جميع هذه المراكز وعلى الكوادر الطبية والموارد الصحية، مما أدى إلى تراجع مستوى الخدمات المقدمة وكفاءتها، وخاصة في المستشفيات، حيث لا يوجد في المحافظة كلها إلا ثلاثة مستشفيات حكومية، غير قادرة على استيعاب الأعداد المتزايدة من المرضى، كما وتنقص هذه المستشفيات بعض الأقسام الطبية، التي تفتقر إليها جميع مراكز المحافظة الصحية الحكومية وغير الحكومية.

إن المشروع المقترح ضمن هذا البحث، يتضمن تصميم مبنى مكمل وظيفيا للمباني الحالية لمستشفى الخليل الحكومي، والتي تم بناؤها على فترات زمنية متلاحقة. وتقع أرض هذا المشروع بجانب المباني الحالية، بحيث سيشمل هذا البناء على عدة أقسام طبية بالإضافة إلى خدماتها، تم تحديدها من خلال دراسة الوضع في المباني القائمة، وتحديد الاحتياجات الوظيفية التي يتطلبها المشروع لرفع كفاءة مستوى الخدمات الصحية في المحافظة وفق المعايير التخطيطية والتصميمية المعمول بها حسب المؤشرات العالمية والمحلية. يتضمن البحث تحليلا شاملا للوضع الصحي لمحافظة الخليل، وتمت أيضا دراسة المعايير التصميمية والتخطيطية للمستشفيات، ودراسة لأقسامها ومكوناتها المختلفة، للخروج بمخرجات حسب المؤشرات المحلية والعالمية تخدم تصميم المشروع المقترح.

كما استعرض البحث حالتين دراسيتين الأولى عالمية والأخرى محلية، وتحليلها وظيفيا، وقد استفاد البحث من الحالتين في العديد من الجوانب. كما تم تحليل ودراسة الوضع القائم للخدمات الصحية في مستشفى الخليل الحكومي، من حيث الأقسام والفراغات جميعها، ومن ثم تم وضع برنامج للمشروع المقترح يشمل الأقسام والفراغات التي تتطلب الإضافة والتوسعة.

The right of health care, served by the Ministry of Health, must be provided to all citizens regardless their gender, age, their social and economical state, and their location. Having this right insured, is one of the main conditions to have a good life. One of the strategies of the Palestinian Ministry of Health for providing health care, is the fair distribution of health facilities from all health stages needed in the society in all cities of Palestine. This strategy also includes establishing a health care system that is efficient and updated to keep up with all the continuously increasing health needs. This means that the ministry must make periodical analytical studies that helps in the development process which is needed to make sure their services are efficient and adequate.

This research aims to study the health status in Hebron, as it is the area served by the Government hospital of Hebron, and determining the problems caused by the lack of health services, which is making a great pressure on the government hospital, its medical staff and its resources. This also is causing a bad impact on the efficiency of the services. This problem occurs clearly in the hospitals, because there is only three government hospitals serving the city and the towns around. these three hospitals are incapable of keeping up with the great number of patients, besides, there are some medical specialties needed in the city that's only found far away for patients in other cities.

The project proposed in this research, mainly includes a design of a new building to functionally complete the current buildings that were built in different times. The proposed location for this project is next to the current location. It will include many medical departments, designed according the international and local design and urban planning standards. The departments are determined by studying and analyzing the current departments in the hospital.

The research studies and analysis the health status in Hebron in details, it also studies the scientific design and planning standards for hospitals and their departments, to give a results that helps in the design process. The research also reviews two case studies, local and global, and analysis them functionally and in terms of the urban planning standards. It also analysis the current buildings of the government hospital as well. And finally the research developed the projects program for the needed departments.
